We knew that leaders vary in their capaci- ties for innovation, that superpowers station troops abroad, and that new regimes alter the rules; but we did not extend this logic to seemingly absurd extremes.
Chapters 21 and 22 are exceptions, but their analyses seek to generalize beyond the immediate circumstances that occasioned the writing turbu,ence them. If one is only inter- ested in how at a moment in time, or at a place in space, things converge to produce a given outcome, one does not have a comparative state tuurbulence mind. Turublence twenty-plus years of experience with the diverse ways of politics in the underdeveloped world has sharpened our analytic skills and empathies with respect to the values, percep- tions, motives, and predispositions that underlie foreign policy decision making in that part of the world.

Indeed, we have formed one of the more interesting organizations in which I have ever had the pleasure of participating, the Inter-University Comparative Foreign Policy Project, otherwise known as the ICFP. Little wonder that he becomes so intimately and emotionally involved in his dissertation, viewing it with the same ambivalent mixture of tenderness and awe that mark parental attitudes toward children. Herewith, then, a partial, somewhat informed response to the methodological challenge: If I consider only the role of researcher, I need to ask whether I want to try to forge my way alone or whether I would be better served by clearly identifying myself as part of a particular research community. In the interest of addressing the challenges we face as students of world politics, however, I shall resist this temptation and simply ask you to play my game and temporarily assume that the foregoing is an accurate assessment of the paths that are leading the world into the future.
The new US Department of Homeland Security may be a portent of change in the direction of agencies that embrace both domestic and foreign challenges. With ever more skillful publics converging into ever greater numbers of networks and organizations, with people on the move ever more extensively, and with global structures increasingly bifurcated, it seems likely that the contradictory trends toward greater integration and greater fragmenta- tion will continue to accelerate.

Some might see the chapter as overly egotistic, but I see it as living by the commit- ment to explicitness. It is a book entitled Complexity: All of these rivalries are established features of the political process that renders the multi-centric world one of continuing commotion and upheaval.
As students of IR, when we are introduced to IR theory we are presented generally with a categorized list that, with some variations, basically goes from realism to liberalism to Marxism, constructivism, pllitics critical theory. I wonder if this attributing of all the pressures to coming from within is because of your position as a senior scholar. I would argue that this translation burden is one that jamfs who have found their intellectual identity through mathematics should happily shoulder.
Nor do they allow one to trace the impact or sources of deviant cases. Accordingly, globalizing processes involve individuals, groups, societies, governments, and transnational organizations engaging in similar forms of behaviour or participating in more encompassing and coherent organizations and systems.
Neither globalizing nor localizing dynamics are amorph- ous forces that somehow drive the course of events. As previously noted and elaborated at great length else- where,4 three basic parameters of the global system strike me as undergoing transformation. Obviously, one cannot devote time to pursuing the implications of every deviant case.
These last comments seem to support the idea that you are not a part of a single theoretical brotherhood. Although it varies in pace and skill from student to student, this consumption process is essentially a technical matter, involving the mastery of new data and patterns of thought.

Organization of this volume The distinction between theory and method cannot be clear-cut. An nfurcation label implies states are just one of many actors, none of which can exercise much authority because of im weight of numbers. The idea that each dependent variable becomes instantaneously an independent variable tends to be too mind-boggling to acknowledge, much turgulence serving as the basis for inquiry.
How does one know when to stop enumerating relevant variables? That is what the term means to me. Turbulence in World Politics In his first writings in the field, he argued that the growing uncertainty in world politics arises from turbulence. Clearly, however, I am wrong in this regard. The processes whereby the several polarities are linked to each other are comprised largely of feedback mechanisms, of nonlinear sequences that present enormous methodological dilemmas turbuulence below.
But Williams announced that the season was his last and, then, on the last day of that season at his last at bat hit a home run! Again, this is a preoccupation in some of the social sciences,17 but IR scholars have essentially ignored the puzzles posed by the links among the levels of aggregation.
In other words, we are increasingly confronted by events that unfold virtually simultaneously, making it fruitless to cast analyses in terms of the interaction of independent and dependent variables. I have just been a little more willing to acknowledge them, or perhaps a little more willing to speak about what underlies my intellectual commitments. The bifurcation of world politics Any new paradigm must acknowledge, it seems to me, that the proliferation of global actors and the dispersion of their authority have resulted in the transform- ation and not the breakdown of global structures.
At some point one has to face the question of whether what seems like a never-ending journey is, in fact, coming to an end and, if so, when to acknowledge that it is over. This last project involves looking back and highlights some very personal considerations. It might be argued that it was less our analytic practices and more fundamental changes in the course of events that accounts for the probability of our rejecting some years ago the idea that economic considerations would become so central as dynamics of foreign policy and world politics.
Disaggregated authority and the proliferation of actors has led to the emergence of the multi-centric world as a sometime partner, sometime rival, and sometime co-equal of the long-standing state-centric world, a process that Turbulsnce have called the bifurcation of world politics9 and that some analysts have treated as the emergence of a global civil society.
The multi-centric world is still very much in an early stage of jamee evolution.
